Memo for Residents
Assessments. 2019 annual assessment notices were mailed out to everyone in late-December and are due and payable by 31 March 2019. Assessments received after 31 March will be subject to a 10% late fee. Additionally, the Georgia Property Owner’s Association Act creates an automatic statutory lien against the title of a delinquent homeowner’s lot. Our goal… and hopefully yours…are no late fees. We have noted that some homeowners have not updated the HRCA mailing address with their banks bill pay service and therefore their payment is “missing”. Please verify that your payment has been sent to HRCA, PO box 224, Fayetteville, GA 30214.
Speeding. We have received several complaints and concerns about cars and trucks speeding within our Community especially down Horsemen’s Run toward our community entrance. Just a reminder – the speed limit is 25mph throughout the community and many children are present. Please help keep everyone safe.
Golf Carts. Motorized Carts (Golf Carts) are legally authorized on the streets within Horsemen’s Run. Drivers must be fully licensed and at least age 16. As an exception, persons age 15, with a Learner’s Permit may operate a golf cart but only when accompanied by a fully licensed person, age 18 or over. No person less than fifteen (15) years of age shall be permitted to operate a golf cart on the streets under any circumstances. These regulations are spelled out in the Fayette County Ordinances (Chapter 10, Article III, (Motorized Carts)). Individual homeowners are advised to call the Fayette County Sheriff’s Office, 770-461-6353 or 911 in emergencies, should they observe violations of the county ordinances such as reckless driving, dangerous situations, under age driving, etc. Residents should refrain from any direct action to confront or detain alleged violators. Such direct actions could themselves be considered unlawful and create a risk of injury or potential law suit.
GoIf cart parking. In accordance with the covenants and with the advice of counsel the board has determined that Golf Carts may now be legitimately parked on driveways, like homeowners’ autos. With this new privilege, there is a responsibility to ensure carts are secured and pilferable belongings taken inside.
Boats, trailers, and jet skis. In accordance with the covenants, boats, trailers and jet skis may not be stored in the open in Horsemen’s Run. Please keep them in your garage, approved storage structure, or stored off-site.
Neighborhood Watch. For those of you who are planning on being out of town, such as over spring break or a vacation, please remember you can call the Sheriff’s office to request a “house watch” for your home. Deputies will patrol the area while you are gone to make sure your home is safe. Call 770-461-5266 and ask to be connected to the Watch Dept.
Swimming Pool. As we have done during past years, we are seeking Community students (14 years or older) who want to earn money during the summer to clean the pool area daily. The job entails cleaning the restrooms, picking up debris around the pool area, straightening the pool furniture, and rolling the trash can out to the street on designated collection days. Required training will be on Saturday 4 May (8am-11am) and will include cleaning and prepping the pool for opening, filling out paperwork, and assigning schedules. Architectural Review Committee. Spring will be upon us before we know it and that is also the time we contemplate working outdoors and starting new projects around our homes. The Board has recently received requests for landscaping and installing screened porches. Let us again remind everyone we live in a Covenant protected community. It is the homeowner’s responsibility to ensure – when they want to take some action to modify the exterior of their property – they follow the Horsemen’s Run protective covenants and also any county ordinances. In the broadest terms, a homeowner can make alterations and improvements inside the home at any time, however, the owner must seek permission and approval to alter or add any improvements to a house’s exterior construction such as excavation, clearing, grading, or filling; removing trees; changing the exterior color of any building; making modifications to porches, patios, or similar items; add a fence, swimming pool, playhouse or play-set, storage/work shed, basketball goals or household pet pens.
Communication. We encourage you to attend a Board meeting and let your voices be heard. Meeting dates will be emailed to all residents, placed on our Facebook page, and posted on the entrance marquee sign. Please let us know if you have any ideas or comments.
